What an Electrical Inspection Actually Checks
An electrical inspection is a formal checkpoint built into the construction permitting process. A local authority having jurisdiction (AHJ) — typically a municipal or county building department — assigns an inspector to visit the site and compare the installed work against the adopted electrical code. The inspection does not evaluate the installer's skill in a general sense; it evaluates whether specific, observable conditions meet the code version that the jurisdiction has adopted.
Inspections occur at defined stages of a project, not as a single final review. Each stage exposes different parts of the system. Once walls are closed or equipment is energized, earlier work becomes inaccessible, which is why the staged structure exists. Missing an inspection stage can require opening finished surfaces to recreate access — an outcome the permitting system is designed to prevent.

How an Electrical Inspection Moves Through a Project
The sequence begins when a permit is pulled. The permit application identifies the scope of work, the license class of the responsible contractor, and the address. Once the permit is issued, the AHJ's inspection schedule governs when work can proceed to the next phase. Proceeding without a required inspection sign-off is a code violation in most jurisdictions, independent of whether the underlying work is correct.
The first formal checkpoint is the rough-in inspection. At this stage, conduit runs, junction boxes, panel enclosures, and wiring are installed but not yet concealed behind drywall or insulation. The inspector verifies box fill calculations — whether the volume of a junction or device box is adequate for the conductors and devices it will contain — along with conductor sizing relative to the overcurrent protection specified, wire bending radius inside panels, and clearances around equipment. Similar staged logic applies across trades: a rough-in inspection in plumbing follows the same principle of verifying concealed work before it is closed in.
After rough-in approval, the work can be covered. The next checkpoint is typically the service or panel inspection, which occurs when the main service entrance, meter base, and distribution panel are ready but before the utility connects power. The inspector examines grounding electrode conductor sizing and connections, bonding of metallic components, neutral-to-ground bonding at the service (and only at the service), breaker ratings versus the panel's bus rating, and proper labeling of circuits.
The final inspection happens after all devices, fixtures, and equipment are installed and the system is ready to be energized or already energized under temporary conditions. At this stage the inspector checks that all boxes are covered, that GFCI and AFCI protection is present where the adopted code requires it, that equipment has been installed per its listing (meaning it is used in the application for which it was tested and listed), and that the panel directory is complete. The inspector may also perform a visual check for exposed conductors, improper splices outside of boxes, or missing knockouts.
Throughout all stages, the inspector works against the specific code edition adopted by the jurisdiction. The National Electrical Code (NEC) is revised on a three-year cycle, but adoption is not automatic or uniform. A jurisdiction may be operating under an edition that is one or two cycles behind the current publication, and local amendments may modify individual provisions. What passes inspection in one county may not pass in an adjacent one under a different adoption.
Who Is Present and What Role Each Party Holds
The authority having jurisdiction (AHJ) is the body that administers the inspection program. In most localities this is the building department, though in some states the electrical inspection function is handled by a separate state electrical board. The AHJ adopts a code edition, issues permits, schedules inspections, and has final authority to approve or reject work. Its inspectors are typically required to hold a certification from a recognized testing body, though the specific credential requirement varies by state and municipality.
The licensed electrical contractor is the party responsible for the permitted work. The contractor's license — whether a journeyman or master electrician license, depending on what the jurisdiction requires to pull permits — is on record with the permit. The contractor is responsible for ensuring that work is ready for inspection at each required stage and that any corrections noted on a failed inspection are addressed before re-inspection. It is worth noting that electrical license reciprocity between states affects which contractors can legally pull permits when work crosses state lines or when a licensed electrician relocates.
The property owner or general contractor typically schedules the inspection through the building department's scheduling system. In owner-builder situations, where the property owner is acting as their own contractor, the owner holds the permit and the inspection responsibility, subject to the jurisdiction's rules on owner-builder permits.
The utility company is a separate party from the AHJ. The utility will not connect power to a new service until the AHJ has issued a release — sometimes called a "cut-in card" or a service release — confirming that the service equipment has passed inspection. The utility's own inspection of the meter base and service entrance is separate from the AHJ inspection and governed by the utility's interconnection standards, not the adopted electrical code.
Apprentices working on permitted jobs operate under the supervision of a licensed journeyman or master electrician. The apprenticeship pathway — which involves thousands of on-the-job training hours logged through a registered apprenticeship sponsor alongside related technical instruction — leads eventually to journeyman licensure, which is a separate credential from apprenticeship completion. Apprenticeship electrical training provides the structured hours and instruction that prepare candidates for the journeyman licensing exam, but completing an apprenticeship program does not itself confer journeyman status. The license requires passing a separate state-administered or board-administered examination.
Where Electrical Inspections Break Down or Produce Unexpected Results
The most common source of friction is the code-edition gap. Work installed correctly under the edition in effect when a project began may be flagged if an inspection is delayed and the jurisdiction has adopted a newer edition in the interim. Some jurisdictions lock the applicable code edition to the permit issuance date; others apply the current edition at time of inspection. The permit documents do not always make this explicit.
Equipment listing creates a related problem. An inspector is required to verify that equipment is installed per its listing — the conditions under which a testing laboratory evaluated and listed the product. If a contractor installs a component in an application not covered by its listing (for example, using an indoor-rated enclosure in a wet location), the inspector must reject it even if the installation otherwise looks correct. The listing is printed on the equipment label, but inspectors and contractors sometimes disagree about whether a specific application falls within or outside the listing's scope.
GFCI and AFCI requirements have expanded with each NEC cycle, which means the locations where these protections are required differ meaningfully across code editions. A jurisdiction on an older adoption may not require AFCI protection in locations where a newer edition does. An inspector working from the adopted local code may approve work that would fail under the current published NEC — and that same work may be flagged years later if the jurisdiction updates its adoption before a renovation permit is pulled on the same building.
Failed inspections do not automatically invalidate a permit, but they do generate a correction notice. If corrections are not made within the timeframe specified by the AHJ, the permit may expire. An expired permit requires a new application and fee, and in some jurisdictions triggers a requirement to bring the entire scope of work up to the currently adopted code rather than the code in effect at the original permit date.
Inspection scheduling delays are a practical source of project slowdowns. In jurisdictions with high construction volume and limited inspector staffing, the wait for an inspection appointment can extend project timelines. Work cannot legally proceed past a required inspection stage during that wait, which creates idle time on the job site.
What the Inspection Record Shows — and What It Does Not
A passed inspection is documented by the AHJ as a sign-off on the permit card or in the jurisdiction's permitting database. This record confirms that an inspector visited the site on a specific date, reviewed observable conditions at that stage of work, and found no violations of the adopted code as interpreted by that inspector. It is a point-in-time record tied to what was visible and accessible during the visit.
The inspection record does not certify that every conductor in the wall is correctly connected. Inspectors work visually and cannot verify concealed connections inside devices or luminaires once covers are in place, nor can they test every circuit under load. A passed rough-in inspection confirms that the inspector saw acceptable box placement, fill, and wiring methods — not that every wire nut behind every device plate is correctly made up.
The record also does not document the license number or credential of the individual workers on site. It records the permit holder — the licensed contractor — not the journeymen or apprentices performing the physical work. Whether those workers held the appropriate supervision ratio required by state law is not reflected in the inspection record; that is a matter of labor law and licensing enforcement, not inspection sign-off.
A certificate of occupancy (CO), issued after all final inspections across all trades are approved, is the document that closes out the permit process. The CO records that the building, as inspected, met the adopted codes at the time of inspection. It does not represent a warranty of the installation, and it does not transfer liability from the contractor to the jurisdiction. Subsequent work done without permits — additions, panel upgrades, circuit modifications — falls outside the record entirely and will not appear in the permit history that a future buyer or insurer might review.
The electrical inspection system is a staged verification mechanism built around code adoption cycles, permit records, and AHJ authority — not a comprehensive quality audit of every connection in a building. Its records reflect what was observable on a specific date against a specific code edition, and that distinction shapes what those records can and cannot confirm about any given installation.
