What a Rough-In Inspection Actually Verifies
A rough-in inspection is a mandatory checkpoint in the permitted plumbing process that occurs after drain, waste, vent, and supply piping have been installed but before any wall, ceiling, or floor covering conceals them. The inspection exists because once framing cavities are closed, verifying pipe placement, slope, and connection integrity without destructive opening becomes impractical or impossible.
The rough-in stage sits between the permit-issuance step and the final inspection. It is not a quality-assurance review of the finished plumbing system — it is a structural and code-compliance snapshot taken at a specific moment in the construction sequence. What the inspector confirms, and what remains outside the scope of that visit, follows directly from that timing.

What the Inspector Checks at the Rough-In Stage
Before the inspection is scheduled, the installing plumber or contractor is required to have the rough-in work in a testable state. Most jurisdictions adopting a version of the International Plumbing Code or the Uniform Plumbing Code require that the drain, waste, and vent (DWV) system be pressure-tested or air-tested prior to the inspector's arrival. A common method involves capping all openings and pressurizing the system to a specified level — often around five pounds per square inch for air tests — and holding that pressure for a defined period to detect leaks before any concealment occurs.
The inspector then examines several discrete conditions. First, drain pipe slope is verified. Horizontal drain lines are required to maintain a consistent fall — typically one-quarter inch of drop per foot of horizontal run for pipes up to three inches in diameter, though the applicable code section governs the exact figure. Insufficient slope allows solids to settle; excessive slope causes liquids to outrun solids, both of which produce blockage over time.
Second, the inspector checks that venting is present and correctly configured. Every fixture trap must be vented to prevent siphonage and back-pressure from disrupting the water seal. The vent stack's diameter, the distance from a trap to its vent connection, and the point at which vents terminate above the roofline are all subject to code dimensions that the rough-in inspection is designed to catch before drywall installation makes correction expensive.
Third, supply line rough-ins are reviewed for material compliance, support spacing, and the presence of required access points. Pipe hangers and strapping must meet spacing intervals specified in the adopted code to prevent sagging and water-hammer stress. Where the design calls for pressure-balancing or shutoff valves at specific locations, the inspector confirms those rough-in stubs are in place.
Fourth, the inspector verifies that pipe penetrations through fire-rated assemblies — floor plates, fire walls, or rated ceiling assemblies — have been addressed according to the fire-stopping requirements in the building code. This overlaps with the building inspector's domain, and some jurisdictions coordinate the two reviews; others conduct them separately.
Once the inspector determines that the rough-in meets the adopted code, the work is signed off and the permit record is updated to reflect that rough-in approval. That approval authorizes the contractor to proceed with covering the work. It does not authorize fixture installation or final connections, which remain subject to a separate final inspection.
Roles Involved in the Rough-In Inspection Process
The permit holder. In most jurisdictions, a licensed plumbing contractor or a licensed master plumber pulls the permit and assumes responsibility for the work. The permit holder is the party obligated to schedule the rough-in inspection at the correct construction phase and to ensure the system is in testable condition when the inspector arrives. If the permit holder is a general contractor rather than the plumbing licensee, the plumbing subcontractor typically coordinates the scheduling.
The journeyman or apprentice plumber. The hands-on installation of rough-in piping is commonly performed by journeyman plumbers, sometimes assisted by apprentices working under supervision. The quality and code-compliance of that installation is what the inspection evaluates. Apprentices working under a registered apprenticeship program accumulate on-the-job hours that include rough-in work, and that documented field experience feeds into the hour requirements for journeyman licensure in most states.
The authority having jurisdiction (AHJ). This is the governmental body — typically a municipal or county building department — that employs or contracts the plumbing inspector and enforces the adopted plumbing code. The AHJ determines which code edition applies, what local amendments are in effect, and what documentation must accompany the inspection request. The AHJ's inspector has authority to approve, conditionally approve, or fail the rough-in. A failed inspection generates a correction notice specifying what must be remedied before re-inspection.
The plumbing inspector. The inspector is a credentialed individual — credentialing requirements vary by state — who conducts the physical review. Some states require inspectors to hold a plumbing license in addition to an inspector certification; others require only a building inspection credential with a plumbing endorsement. The inspector operates under the AHJ's authority and documents findings in the permit record.
Where Rough-In Inspections Produce Unexpected Results
One of the most common points of friction is scheduling lag. In high-construction-volume periods, AHJ inspection queues can extend several days or longer. A contractor who frames and drywalls before the rough-in inspection is approved has violated the permit conditions and may be required to open walls for the inspection at their own expense. Some jurisdictions issue a stop-work order in this situation; others issue a correction notice that functionally halts progress until re-inspection is completed.
Code edition mismatches produce a second category of friction. A jurisdiction that has adopted an older edition of the plumbing code may have different slope requirements, vent-distance tables, or pipe-material allowances than the edition a plumber trained under in another state. Work installed to a newer code's specifications may not pass inspection under the locally adopted edition, and vice versa. The AHJ's adopted code — not the most current national model code — governs what the inspector applies.
Partial rough-ins create ambiguity. When a remodel adds a bathroom to an existing structure, the new rough-in connects to an existing drain stack. The inspector's authority at the rough-in stage typically extends to the new work; the pre-existing system is not re-inspected unless the scope of work explicitly involves it. This means an approved rough-in inspection does not reflect on the condition of the older system into which the new work ties.
Test failures that reveal leaks at existing connections — not in the new rough-in itself — can generate disagreement about responsibility and scope. The permit covers the new work, but a pressure test that pressurizes the connected existing system may expose pre-existing defects. How the AHJ handles this varies; some inspectors note the condition without requiring correction of out-of-scope work, while others flag it as a condition of approval.
Finally, inspectors in different jurisdictions apply code provisions with varying degrees of strictness on items the code treats as performance-based rather than prescriptive. Vent distance calculations, for example, involve variables that can be interpreted differently. A rough-in that passes in one jurisdiction might receive a correction notice in an adjacent one operating under identical code language.
What the Rough-In Approval Record Shows — and What It Does Not
When a rough-in inspection passes, the AHJ updates the permit record to reflect that approval. Depending on the jurisdiction, this may appear as a stamped paper card posted at the job site, an entry in an online permit-tracking system, or both. The record shows the date of inspection, the inspector's identification, and the result — approved or failed with correction notes.
What the rough-in approval record confirms is narrow: that on the date of inspection, the visible and testable rough-in plumbing met the requirements of the adopted code as evaluated by the inspector. It does not certify the quality of materials beyond code minimums, the long-term performance of the installation, or the competence of the installer beyond what the inspection scope covers.
The record does not constitute final approval of the plumbing system. Fixtures, trim-out connections, water heater installations, and final pressure tests under operating conditions are all subject to the final inspection, which generates a separate record. A property transaction that relies on a rough-in approval alone as evidence of completed plumbing work is relying on an intermediate record, not a closed-out permit.
Permit records are generally retained by the AHJ and may be accessible through public records requests. They become part of the property's permit history and can surface during title searches or real estate due-diligence reviews. A permit that was opened for a plumbing remodel but never received a final inspection sign-off will appear as an open permit in that history, regardless of whether a rough-in approval was recorded.
The rough-in inspection is a single checkpoint in a multi-stage permitting sequence — it closes the window on concealed work and opens the path to the next phase, but the permit record it generates is bounded precisely by the scope and timing of that one visit.
